We know this because the very first textbox of issue #1 "Top 10", contains time setting narration: "Monday, October 5th, 1999. Her first day at the new job:".
This is confirmed by an early panel of #2 "Blind Justice", when the body of a character killed in #1 is seen in a morgue with a clearly readable toe-tag that says, "Date of Death: Oct. 5th, 1999".
Then, issue #10 "Music For the Dead", opens with a time-setting title card reading “Wednesday, October 14th, 1999:” so we know the entirely of the first series takes place within the 1999 AD calendar year.
The series was reprinted into a volume 1 and a volume 2 and then, with later sequels, into the "Top 10 Compendium" volume.
