These flashbacks to the Kryptonian Civil War are shown to the reader in the form of "history tapes" Jor-El is watching. This framed history setting immediately follows from events in the previous issue, "The World of Krypton" #2 v2 (1987), which takes place primarily in 98046 BC.
Additionally, the frame story depicts the first time Kal-El/Clark Kent/Superman's father Jor-El sees his mother Lara-El. The plot continues into issue #4 (1987), but this part of the story only specifies one scene as taking place “months ago” so it seems likely that entire issue takes place within one year of when little Kal-El is sent to Earth as a baby.
