It takes place in the year:
We know this because (beyond the decade merely being in the title [peritext]), although the episodes are not in exact chronological order, season 2 episode 1 "Garage Sale" includes a scene in which the gang attends a screening of "The Goodbye Girl" (1977), a film that released in theaters November 30th, 1977 AD. So it must start after November of 1977 AD.

1977 AD

Later, in season 2 episode 26 (the last episode of the season) "Moon Over Point Place" (2000) the current high school yearbook photo debuts in the first scene and is seen in at least one later scene. In both scenes, the cover can be clearly seen to read: "VIKINGS 77" for 1977 AD. In the first scene, while holding "an advance copy of the yearbook", Jacqueline "Jackie" Burkhart even says, ..."you'll all be happy to know that 1977 is my cutest year ever!" So it's still within the 1977 AD calendar year.
