When Does "Archer & Armstrong" #0 (1992) Take Place?

"Archer & Armstrong" #0 v1 "Revival: Lifelines" Part 1 is a superhero comic-book written by Jim Shooter with Bob Layton that released April 10th, 1992. So when is "Archer & Armstrong" #0 set?

It takes place on the fictional Valiant Universe timeline in the year:

1992 AD

We know this because a time and place setting textbox at the start of the issue's main action reads "East Los Angeles. April 4, 1992, 5:10 P.M." so presumably it's April of 1992 AD. Though this doesn't seem to be confirmable by context.

Additionally, there is an extended prologue that begins with a time and place setting title card of its own: "Topeka, Kansas, July 12, 1982, 4:30 P.M." so it seems to be July of 1982 AD. The prologue then moves through quite a few years with continuous timestamps: "July 1, 1984.", "May, 1986", "November, 1988.", "December, 1991.", and "March, 1992." all on a single page.

In the "1988" panel, a monk mentions the famous basketball player when he says, "Like Magic... Johnson that is." Magic Johnson first became widely known when he joined the Los Angeles Lakers in 1979 AD. So it is certainly after 1979 AD by this point.

It has been retroactively collected into a volume 1 hardcover subtitled "First Impressions" and later as a volume 1 paperback subtitled "Revival".

It is an early chronological comic-book in the Valiant Universe (a chronologically first comic to feature Obadiah Archer and Aram Anni-Padda/Armstrong) and can be read at its timeline point.
