More specifically, the headline reads, "REFORM BILL LATEST:- DEADLOCK". There was, in fact, a major voting reform bill in England at this time: The Representation of the People Act of 1884 was introduced on February 28th, 1884 AD, was deadlocked in voting on July 17th, 1884 AD, and passed before the end of the year. So the narrative begins sometime during or after February of 1884 AD and continues to July of 1884 AD.
Furthermore, there's a graphic title card accompanying an image of Enola at the very beginning that reads "1884".
Additionally, there is a very quick flashback to Enola as an infant very early on. Since ? it is most likely 1868 AD during this scene.
