"Jūbei-chan 2: Siberia Yagyuu no Gyakushuu" (released to English-speaking audiences as "The Counter Attack of Siberian Yagyu" and later considered part of a two-part franchise "Jūbei-chan: The Ninja Girl", translated by Michael Root) is a fantasy animated television series showran? by Akitaro Daichi that premiered January 7th, 2004. So when is "The Counter Attack of Siberian Yagyu" set?
It takes place in the year:
We know this because in episode 1 "Sekai no Dokoka ga Toketeita"/"It Melted Somewhere on Earth" a narrator tells us, "While Jiyu and her classmates are still in 9th grade, Shiro, who is a year older, is now in 10th grade." so 1 year has passed since the first show "The Secret of the Lovely Eyepatch" episode ? "?" (1999), which takes place in 1950? AD.

1951? AD

10 - 9 - 1
and
1,950? + 1 = 1,951?.
Additionally, there is a two-part prologue at the start of episode 1 "Sekai no Dokoka ga Toketeita"/"It Melted Somewhere on Earth" and Yagyu Jubei (based on Yagyū Jūbē Mitsuyoshi 1607-1650) appears in the first part as an adult with a wife and child. So it must be sometime after 1617 AD and before April of 1650 AD during this first prologue.
More specifically, there is a second prologue taking place not long before the main action and the ? meeting ? declare, "For the last 300 years those damned Edo Yagyu have caused our people great suffering!" and then, after a pause, one says, "You know, I've just about had it." and another responds, "Yeah, it's the same everyday." and then a third chines in: "For 300 years."
Furthermore, at the end of the first prologue a narrator states, "300 years have passed... there was a sudden increase in climate on Earth. Massive amounts of gas emissions due to human activity had been released into the atmosphere and the atmosphere..." followed by a dramatic cracking of ice. These numerous diegetic and non-diegetic statements of "300 years" would put the prologue in 1651 AD.
1,951 - 300 = 1,650.
HOWEVER, this is impossible as Yagyu Jubei died in 1650 AD. We can only then the first prologue seems likely to take place only a short time before 1650 AD.
