When Does the TV Show "The Oliver Queen Chronicles" (2007) Take Place?

"The Oliver Queen Chronicles" is a superhero animated TV series VERB by CREATOR [loosely adapting the Green Arrow stories in "More Fun Comics" #73 (1941) by Mort Weisinger as well as "More Fun Comics" #89 (1943) by Joe Samachson, "Green Arrow: Year One" #1-#6 (2007) by Andy Diggle, and "Green Arrow: The Wonder Year" #1-#4 (1992-1993) by Mike Grell] that premiered January 18th, 2007. So when is "The Oliver Queen Chronicles" set?

It takes place on an alternate timeline of the fictional DC Films Universe in the year:

1985? AD

We know this because it depicts the death of characters that are referred to when Oliver Queen says, "Ever tell you how old I was when my parents died? 5. I never really knew 'em... very well." in "Smallville" season nine episode four "Echo" (2009), which takes place in 2009 AD.

AGE - 5 = NUMBER
and
2009 - YEAR = 1985?.

Partway through episode two "Bon Voyage", a relative time setting subtitle tells us it is "NINE YEARS LATER" so that .

HOWEVER, the first episode "Broken Arrow" includes a time and place setting subtitle that reads: "STAR CITY  OCTOBER 14, 1989". Presumably, this is a production mistake.
