When Does "The Matrix Comics: I Kant" (2004) Take Place?

"I Kant" is a science fiction comic-book written by Kaare Andrews and released December 22nd, 2004.

It takes place on the fictional The Matrix timeline roughly in the year:

~2700 AD

We know this because Morpheus appears, so it must be before the video game “The Matrix Online” (2005). Also, a reference is made to events in the film "The Matrix Revolutions" (2003). Both the entire film and the beginning of the video game take place in 2700 AD.

The timeline of the Matrix Universe is fairly unique among the largest franchises because the human characters within its fictional world (diegesis) do not themselves know what year it truly is for the duration of most of the stories.

It is a chronologically late short comic in The Matrix Universe timeline. It can be read at its timeline point.
