When Does "The City Without Jews" (1922) Take Place?
"Die Stadt ohne Juden: Ein Roman von Übermorgen"/"The City Without Jews: A Novel of the Day After Tomorrow" (released to English-speaking audiences as "The City Without Jews: A Novel of Our Time") is a political novel written by Maximilian Hugo Bettauer that released 1922. We know this because Federal Chancellor Dr. Karl Schwertfeger says, "For five years I have been the leader of the Christian-Socialist party; and for a year I have been Chancellor, having been chosen for this position by an overwhelming majority of this House." Karl Schwertfeger is clearly based on the real-world Adolf Hitler. (Certainly, also somewhat on the then-already-deceased Vienna Mayor Karl Lueger, who was the founder and leader of the real-world Christian Social Party.) Hitler became the leader of the Nazi party on July 29th, 1921 AD and became the German Chancellor on January 30th, 1933 AD.

More specifically, the second sentence of the book reads, "All Vienna seemed to have assembled on this June morning to witness an historic event of incalculable importance." So it is June of 1926 AD or 1934 AD at the start. 
At the end of the narrative, the narrator says, "Wolters pointed out that he and the other members of his party had opposed the law even three years ago as a direct blow at the most sacred rights of man, and as indicative of retrogression into the darkest of the Dark Ages." and "They were not as enthusiastic as three years before, but seemed a little ashamed of themselves." which both strongly imply it has been 3 years since the anti-Jewish law passed.
