"Blackout" is a romance novel/intertwined short story collection written by Dhonielle Clayton with Tiffany D. Jackson, Nic Stone, Angie Thomas, Ashley Woodfolk, and Nicola Yoon that released June 22nd, 2021. So when is "Blackout" set?
It takes place in the year:
We know this because one of the main characters Nella narrates, "If I'm heroic, she's basically Wonder Woman. Which is ironic, because she looks a bit like an Afro-Latinx Gal Gadot (darker skin and curlier hair, but just as gorgeous)." In the real world, though the character Wonder Woman first appeared in the pages of "All-Star Comics" #8 (1941), which was published way back on October 21st, 1941 AD, actress Gal Godot's casting as Wonder Woman was only announced publicly on December 4th, 2013 AD and this didn't truly permeate the minds of the public until she appeared in the film "Wonder Woman" (2017), released May 31st, 2017. So it is most likely during or after May of 2017 AD.

2017? AD

More specifically, an older character just called Pop says, "I met my Zora during one of these things." and when Joss asks, "During one of what things?", Nella replies, "He's talking about the 1977 blackout." Later, Nella tells us, ..."Granny Zora. He went to a really dark place after she passed.. It was why Mom thought it would a good idea for him to move in here instead of staying in the apartment he'd lived in with Granny for forty years." So it must be during or soon after 2017 AD.
1977 + 40 = 2017.
